Information: Four-year “kupuna driver’s license for ages 72-79

Background:
In 2022 the Hawaiʻi Legislature determined that drivers age 72 and older but younger than 80
without conditions that could impair their driving ability are safe enough to have a license
renewal period of four years rather than two years.
Governor Ige signed ACT 159 on June 27, 2022, that extends the driver’s license renewal period
from two years to four years for licensees who are 72 years old or older but younger than 80
years old.
This change to state law takes effect on Jan. 1, 2023.
Information for City and County of Honolulu residents:
The City and County of Honolulu begins issuance of four-year “kupuna” driver’s licenses
effective Tuesday, Jan. 3, 2023, the city’s first business day of 2023.
o The change takes effect Jan. 1, 2023, however New Year’s Day is Sunday, Jan. 1, the
observed holiday is Monday, Jan. 2, so the first city business day of 2023 will be Tuesday,
Jan. 3.
Four-year “kupuna” driver’s licenses will be available to residents who are:
o Age 72 and older but younger than 80.
o Free of conditions that could impair their driving ability.
o Four-year driver’s license renewal fee is $20 (no increase to the current $5 per year fee).
Drivers age 72 and older with conditions that could impair their driving ability will be eligible
for two-year driver’s licenses (must submit a Medical Report, Form DOT-H2058).
Driver’s licenses issued to legal immigrants expire no later than the licensee’s authorized
period of stay in the United States.
