Vermont Testing Requirements for Educator Licensure
Effective September 1, 2022
Basic Academic Skills for Vermont Educators
Candidates seeking initial educator licensure in Vermont are required to demonstrate basic skills in
reading, writing, and mathematics. Most licensure applicants will demonstrate this by meeting the
passing scores established by the Vermont Standards Board for Professional Educators (VSBPE) for the
Praxis Core Academic Skills for Educators (CORE®). The Praxis Core subtests measure whether
educators have the necessary reading, writing, and mathematical knowledge and skills critical to
learning and achievement in an educator preparation program. Licensure applicants currently enrolled
in or recently graduated from an educator preparation program must meet the requirements and
policies of their institution for a recommendation for licensure. All applicants must demonstrate
qualifying scores in each of the three subject areas. Different forms of assessment may be used for each
subject.
Who is Exempt from Demonstrating Basic Skills for Vermont Educators?
• Applicants who hold a current non-conditional out-of-state-license from any US state education
agency, or a participating jurisdiction of the NASDTEC agreement. Individuals with a reciprocal
license are also exempt from Praxis II.
• Applicants seeking an initial license in the following endorsement areas:
o 30 Driver and Traffic Safety Education (in-vehicle instruction only)
o 16 Junior ROTC Instructor
o 65 School Nurse
o 65A Associate School Nurse
o 54 Social Worker
o 60 Work-based Learning Coordinator
• Vermont Educators seeking to add an endorsement to a current license (unless that current
license is in an endorsement listed above).
Praxis Core Academic Skills Test
Combined Test (includes Reading, Writing, and Mathematics sub-tests): Test Code 5752. Tests are
administered by ETS; please visit ETS.org for fee details. Test takers may sign up for the full combined
test, or individual subject tests if preferred or needed for retakes.
• Reading: Test Code 5713 – passing score: 156
• Writing: Test Code 5723 – passing score: 162
• Mathematics: Test Code 5733 – passing score: 146
