Executive Director Angela Phelps-White summarized her written report which included the following
information:
INVENTORY

COVID-19 Inventory.
• We have received 436 Covid-19 cases. 407 cases are closed, 29 are open.
• We have also received 212 Vaccine cases. 208 cases are closed, 4 cases are open.
AG Litigation Inventory.
• General Counsel, Joseph McDonald, is working with the AG Office to better track the cases in
litigation.
GENERAL
SENATE BUDGET TESTIMONY. On April 25, 2023, the Commission gave its budget testimony
before the Senate Agriculture and Natural Resources Committee. They asked a couple of questions
regarding our caseload and the need for additional staff. They also asked about our federal funding.
There were no changes to the Executive recommendation from the House, which saw a 3% increase for
FY2024 and an additional 3% increase in FY2025.
OHIO ADMINISTRATIVE CODE. Our next package of rules, which encompasses rules where there
were no changes other than adding that they amplify Ohio Revised Code 4112.051 had a public hearing
on April 14, 2023. The next meeting is scheduled for May 9, 2023 to be held in Statehouse Hearing Room
017 at 10:00 a.m. to address any questions. There were no questions on the first package.

FINANCIAL DISCLOSURES. It is that time again. It’s time to file our financial disclosure forms by
May 15, 2023. This is the link to the financial disclosure form.

OHIO HISTORICAL CONNECTIONS. The programming committee of the Commission met with the
Executive Director and other staff members of the Ohio Historical Connections to brainstorm about
potential collaboration on projects or events and to discuss strategies of how the Commission could reach
members of those communities where we have not been very successful in reaching.
ALL STAFF MEETING reminder. The Annual All-Staff Training Day meeting will be held in person on
September 21, 2023, at the Blacklick Woods Golf Course Banquet Room 7309 E. Livingston Ave.,
Reynoldsburg, Ohio 43068. The meeting will commence at 10:00 a. m. and will conclude at 3:00 p.m.
Staff received a save-the-date email on March 16, 2023.
ALTERNATIVE MEETING SITES revisited. Previously, the Commission discussed having meetings at
Akron and Wright State. We discussed having a Commission meeting at Wright State University in the
Spring. The Commission can have a meeting in Akron again this year in the fall. The Commission should
commence scheduling these two meetings for this year.
THOUGHTS. There have been members of the Commission who have suffered a loss of property and of
loved ones. They will remain in our hearts and in our thoughts as they endure this aspect of life.
FINANCE
FINANCE SUMMARY. The 2023 Finance Summary for April was provided to the Commissioners.
TECHNOLOGY
CASE MANAGEMENT SYSTEM. The consultants are now meeting with the end users to correct and
modify aspects of the system so that it is in compliance with the law and conducive to the flow of work
within the agency. Equally important is to ensure that the system is user-friendly. The target month for
going live is June.
HUMAN RESOURCES
Interviews. The Department of Human Resources is conducting the second interview for the positions of
Regional Director for the Toledo Region and for the Dayton/Cincinnati Region.

George Shaw. May 7, 2023, George will present at the COWC May Day Community Celebration.
Vera Boggs. May 10, 2023, Vera will present for the OFCCP/EEOC/OCRC-Workplace Protections for

Myra Cottrill. May 18, 2023, Myra will conduct two three-hour training for the Stark County Metro
Housing Authority
Denise Johnson. May 18, 2023, Denise will present at the SHRM Employment Law Conference.
Vera Boggs. May 21, 2023, OCRC and EEOC will have a table at the Cleveland Asian Festival.
Vera Boggs, June 19-21, 2023. Vera will present at the Indiana Civil Rights Commission Conference.
Denise Johnson. (TBD), Denise will provide harassment training for Rocal, Inc, but the date is to be
determined.
LEGISLATIVE/CIVIC ENGAGEMENT
LEGISLATIVE UPDATE. A copy of the Legislative Report was provided to the Commissioners.
REGIONAL OPERATIONS/ACTIVITIES/ACCOMPLISHMENTS
CLEVELAND. The Cleveland Region engaged in weekly staff check-ins and games that the staff looks
forward to participating in.
TOLEDO. The Toledo Region engages in the practice of having consistent case reviews. The winner of
the St. Patrick’s Day trivia contest was Sue Sekel. Sara Aichholtz and Toni Neal won the design a
leprechaun contest.
AKRON. The Akron Region will receive planting kits which will include flower seeds, a clay pot with
soil, and a spring-themed greeting card. The card will encourage staff to engage in an activity to set a
personal and/or professional goal (i.e., planting a seed) and a card will be provided for the staff member
to write and post their goal on a bulletin board, so they can receive encouragement from management
and other staff members.
ALL REGIONS. The regions continue to meet the challenge of managing high caseloads while trying to
keep the staff encouraged and motivated.

The Commissioners acknowledged the departures of Darlene Sweeney-Newbern, Director of Regional
Operations (33 years of service) and Mary Turocy, Director of Public Affairs and Civil Engagement. Both were
dedicated public servants who served on the Commission’s executive management team. The Commissioners
thanked them for their service and wished them well.
